A convincing lawn is all in the base. The ground is excavated, a free-draining sub-base laid and compacted, and a laying course screeded flat, because every lump shows through the grass far more than it does through turf. A weed membrane goes underneath, edges are restrained, joins are seamed so they do not show, and the grass is pinned so it cannot creep. It is not right for every garden, and we will say so.
